Is the 1911 supposed to have a half cock position on the hammer?

It is there (in the real gun) to catch the hammer if it drops without the trigger being pulled, some later models don't have it and some allow you to drop the hammer past it with the trigger. Though it can wear away, depends how good the parts are / if they are set up badly.

Mine is a 1911A1, the hammer half cocks with the magazine inserted but not without the mag. Second hand but fairly new I think.
