The Madbull section is, at least for now, just to inform potential customers and no discussion about upgrades had taken place. Can be compared to the news section, where is possible to read about guns firing above UK limits.
Using expressions as X above UK limits are just pointless and are handled exactly as when people talk about "a spring I cannot name here". As far as all can understand it, is still against forum rules.
Passwords and user Id's are also unreliable because is easy to ask to anybody from another country to register using a IP granting access to areas where a user in the UK couldn't go.
Really the only option I can see is to have IP control for specific areas or threads and only allow access from areas where these subjects can be discussed. We all know what IP's are from the US, the UK and other countries and is possible to keep track of them.
Is obvious that we cannot rely in the country users choose and I'm aware that even IP's can be re routed or that software constrains may prevent it from being implemented, but still is a possibility.

Rules that some users don't bother to read:
Use descriptive titles for new threads.

As told before, report any rep points that breech rules and the user will be warned.

People who don't care about forum rules should think about staying.
Anybody who feel that retaliatory rep was given should report it. Giving negative rep without a valid reason is a breech of forum rules and can result in warning points.

A bad post in a thread with many readers may result in lots of negative rep points. May seem unfair because its only a single post, but the fact is that all the readers may give points. The same happen with positive points, however seems that negative comments are more widly spread.

Threads are lock if breech forum rules. Mostly because are pointless after becoming spam or arguing between users or are duplicated. To know the reason is as easy as to read forum rules, something that some people never did.

I have a few recent SQL errors for too many connections.

I have some "server not found" errors at random times. Not the page not found but either a problem with my DNS server or routing issues.

You cannot give more than one rep point to the same user each day. This avoid that a single user can rise or diminush significantly the rep of another user.
