Theres a couple over a WGC that are very basic, not really expensive either. what? STARS OR UBCS NOT SWAT... Perry, it says that STARS are a nationwide private police force that Racoon city fundraised for. it also says they have a national hq in NYC. The books and movies are NOT CANON AT ALL.
