Difference between PDI Hard piston and Vacum piston?

The vacuum piston just allows the use of a barrel that has more internal area than the cylinder does, after all the air is expelled the little rubber ball inside the piston fall breaking suction on the bb. Unless your running a barrel that has more internal area than the cylinder then there is no need for it. Those parts should be a drop in fit, as far as I know the UTG is a direct clone system.
