WE M9 semi auto fires full auto.

Been a while since I've owned one, but either the trigger bar is worn down, or the BBU frame ( the sheet metal part) is worn.  The trigger bar isn't getting pressed down enough or fast enough to disengage the sear.  You could try shimming the BBU so that it sits lower, or filing the trigger bar so it disengages earlier.

That's possible. The bbu may not be fully pressing the hammer fully against the sear so it catches. However, a worn sear is more likely generally. Depends also on the number of rounds fired so far as well. The bbu normally takes longer to wear than the hammer / sear interface.
