Soviet Union/Russia and China did.. the Chinese one is i nreal life a 1:1 copy of the Russian one down to the rear sight leaf markings etc.. Chinese called it the Type 79 or Type 85 (NDM series were civilian). Iraqi's also made a copy, but it seems like it doesn't share a lot of components with it's Russian counterpart.
